Location: 400 N. 15th Street, Palatka, FL 32177

Salary Range: $60,000 - $80,000

About Palatka Housing Authority (PHA):
The PHA is a dedicated member of the Palatka community, working passionately to provide and manage affordable housing in the area. We are seeking a qualified and experienced Director of Finance to play a critical role in our organization's financial health and sustainability.
Position Summary:
The Director of Finance is a key member of the PHA's leadership team, responsible for overseeing all aspects of the organization's financial management, accounting, and reporting functions. This position provides strategic financial leadership, ensures compliance with all applicable regulations, and supports the organization's mission and strategic goals.
Key Responsibilities:
• Financial Management & Operations:
- Develop, manage, and monitor the annual operating and capital budgets.
- Conduct financial forecasting and analysis.
- Oversee all accounting functions, including accounts payable, accounts receivable, payroll, and general ledger.
- Ensure accurate and timely recording of all financial transactions.
- Manage cash flow and ensure the organization has adequate liquidity.
- Manage banking relationships and administer access to online banking platforms.
- Maintain strong internal controls and ensure compliance with all applicable accounting standards (GAAP) and regulations.
- Manage the annual audit process for the agency and affiliated partnerships, ensuring all tax and compliance reporting is completed timely and accurately.
• Financial Reporting & Analysis:
- Prepare and analyze monthly, quarterly, and annual financial statements.
- Prepare and submit required financial reports to funders, regulatory agencies (e.g., HUD), and other stakeholders.
- Conduct financial performance analysis to identify areas for improvement.
- Prepare and present financial reports to the Board of Commissioners and other key stakeholders.
• Strategic Planning & Decision Support:
- Provide financial advice and guidance to senior management on strategic decisions.
- Support the development and implementation of the organization's strategic plan.
- Identify and evaluate potential funding sources and grant opportunities.
- Collaborate on real estate development opportunities, including review and analysis of financial projections, to ensure fiscal soundness and compatibility with agency strategic plans.
- Review and reconcile major development and capital budget draws.
- Serve as financial administrator for third-party managed real estate, including review of monthly financials, annual budgets, and completion of annual audits and tax returns.
• Risk Management & Compliance:
- Identify and mitigate financial risks.
- Ensure compliance with all applicable laws, regulations, and contractual agreements.
- Maintain strong relationships with auditors and other financial advisors.
• Team Leadership & Supervision:
- Lead and supervise finance staff (1 staff member), setting clear expectations, providing training and coaching, and fostering a communicative, teamwork-oriented environment.
Qualifications:
- Bachelor's degree in Accounting, Finance, or a related field.
- Master's degree in Business Administration (MBA) or related field preferred.
- Certified Public Accountant (CPA) or Certified Management Accountant (CMA) certification highly preferred.
- Minimum of seven (7) years of experience in a senior financial role, preferably in a non-profit or government environment.
- Demonstrated knowledge of financial and accounting practices, including GAAP, GASB, and GAAS.
- Demonstrated experience in governmental/nonprofit accounting or LIHTC, HUD, and real estate asset/property management.
- Strong understanding of Generally Accepted Accounting Principles (GAAP) and non-profit accounting standards.
- Experience with HUD regulations and reporting requirements is strongly preferred.
- Excellent analytical, problem-solving, and decision-making skills.
- Strong communication and interpersonal skills, with the ability to effectively communicate complex financial information to diverse audiences.
- Proficiency in Microsoft Office Suite and accounting software (e.g., QuickBooks, NetSuite).
- Experience with grant management and reporting is a plus.
